Human Dymnamics is leading a consortium implementing an EU funded project titled “Support Programme for Infrastructure Sector Strategies and Alternative Financing (SISSAF)” in Lebanon to support the Ministry of Energy and Waters and Ministry of Transport to implement high priority infrastructure projects and to introduce programe based approach in the sectors of Energy, Water and Land Transport. Under the project, Human Dynamics is looking for a non-key expert for the following assignment:
The Surface Water and Dams Programme Senior Expert (SWDP SE) shall provide Technical Expertise and perform managerial and technical assistance to implement the NSSS Programme in coordination and cooperation with the Ministry of Energy and Water (MoEW) and according to job requirements. The activities under this assignment shall include but not be limited to provide advice and Technical Assistance as follows:
• Desk review and situation analysis of the current situation of the implementation of the National Surface Storage Strategy (NSSS) & Dams and Hill Lakes Programme including budgeting procedures and its development using the Programme Based Approach.
• Follow up NSSS including the development of a mid-term programme of priorities, the budgeting of the mid-term programme of priorities covering local and external funding and fund raising of the mid-term programme.
• Propose the Monitoring and Bench Marking for the NSSS and the mid-term programme of priorities.
• Oversee technical aspects of the dams and related downstream water & hydro-power projects (called afterwards ‘the Projects’) in all stages (as per the NSSS status December 2013), being performed by the MoEW, Council ff Development and Reconstruction (CDR), Water Establishments and Litany River Authority (LRA).
• Checking and monitoring the Projects in all stages including: preparation of studies’ ToRs, review and approve designs, as built drawings, operation and maintenance manuals and others.
• Contribute to the preparation of tender documents for the Projects like drawings, specifications, BOQs.
• Provide technical assistance for the procurement of the Projects in different stages like prequalification of consultants (studies, designs, supervision etc.) and contractors, bids evaluation and negotiations
• Follow up on the administrative procedures related to the Dams & Hill Lakes and related downstream water & hydropower projects being implemented by the MoEW, CDR, WEs and LRA.
• Contracts administration of the Projects under implementation (like studies and construction phases) covering the progress of the work and the consultants and contractors.
• Follow up of the financial status of the dams projects under implementations in accordance with the allocated budget.
• Ensure the completion of the training and capacity building of the future operators prior to the commissioning whenever it is required.
• Contribute to the required communication plans.
• Coordinate with relevant different stakeholders, including government authorities, donors like World Bank, EIB and others.
• Undertake any task requested by the Minister of Energy and Water
