Stakeholder Staff (Government Relations) - Parsons International Limited

ROLE SUAMMARY:

The Riyadh Metro is the flagship public transportation project in the Kingdom of Saudi Arabia. In order for the project to be a success, the project will require active stakeholder management team to ensure efficient flow of information.

Reporting into the Stakeholder Manager, the Stakeholder Staff will assist in representing the Riyadh Metro project team externally with public authorities, regulators and third parties. The Stakeholder Staff will provide updates to the program’s stakeholders, manage their expectations and requirements and respond to stakeholder requests, questions and issues regarding the project.

The chosen candidate will have experience of helping to deliver successful project roll-outs and will have experience managing numerous stakeholders in complex, matrix environments.

KEY RESPONSIBILITIES:

Responsibilities will include but are not limited to the following:

• Working with the Stakeholder Manager to build and maintain a network of industry partners, public authorities, government (local, national & international) and key decision makers who will help facilitate the successful build of the major rail project

• Facilitating communication with external stakeholders and peers to remain knowledgeable about current industry precedents and practices and to look for ways to work cooperatively towards common goals

• Helping to ensure technical transparency between authorities such as The Ministry of Transport on matters which will have a direct affect on the development of national public transportation policies

• Working as a team to effectively resolve the critical physical interface issues between the Metro line infrastructure and existing utilities by facilitating effective working relationships between Saudi Electricity Company (SEC), ARAMCo, the National Water Company and the telecom operators

• Helping to actively promote the long term aim of an integrated public transportation network by supporting the client to facilitate relationships with existing systems such as King Khalid International Airport and the Regional Bus Station.

• Working closely with key Traffic Stakeholders such as the Civil Defense, Riyadh Municipality and the Ministry of Interior to ensure successful traffic coordination.

• Maintaining knowledge of acquisition processes and timelines, and assist the client in ensuring timely and efficient surface land acquisitions and access.

• Monitoring current and emerging stakeholder issues and trends, legal precedents and changes in the regulatory environment (political, social, environmental and industrial) that may affect successful project completion.

• Assisting the Stakeholder Manager and the client to enhance the project’s image and to ensure successful community engagement through the encouragement of civic pride despite the initial adjustments and impact to the general public’s daily lives.
