Director of Operations (alternatively, Finance & Administration Director) - Qatar Foundation

Job Purpose:
This individual has principal responsibility for ensuring effective HR, administrative and financial strategies and accountability, as well as staffing and professional and organizational development.

KEY RESULT AREAS
 Manages HR, Administrative and Financial matters as well as relevant risk assessment processes.
 Provides leadership and coordinates the annual budget planning cycles, ensuring that the budget process includes timely consultation with relevant divisions. Prepares all summary submissions and related material for the annual budget review.
 Prepares budgets and manages financial operations in accordance with QF finance and procurement policies and procedures in order to meet audit requirements.
 Provides advice, guidance, information and support on all aspects of organizational development and change management to DIFI management and staff.
 Ensures that staff and key business initiatives are aligned.
 Coaches and supports Directors in order to ensure they carry out the people management aspects of their role with openness and transparency with attention to equity and diversity.
 Manages staff performance. Ensures effective teamwork, quality work and organizational performance, and encourages innovation in others.
 Develops a learning and development strategy and plan utilizing data gathered from individual professional development plans and the performance appraisal process.
 Leads DIFI’s recruitment and selection process and strategy.
 Communicates key HR activities, projects, processes, policies and working practices to the Management Teams and to all staff using effective communication channels such as staff newsletter, intranet, staff briefings, etc.
 In coordination with QF Policies, manages and ensures that assigned purchasing and materials processes include appropriate tendering and inventory management systems.
 Manages contracts. Conducts reviews of contractors and suppliers to ensure best value for money. Establishes new supplier and vendor relationships, and troubleshoots when purchasing problems occur.
 Manages the accounting and business systems and various related practices and ensures compliance with QF’s generally-accepted accounting principles and best practices related to business and financial management.
 Ensures that appropriate accounting practices are employed.
 Controls accounts receivable and accounts payable.
 Leads annual audit process.
 Manages and maintains appropriate records, reports and related systems. Ensures completion and timely submission of all QF-required reports.
 Manages staff performance. Ensures effective teamwork, quality work and organizational performance, and encourages innovation in others.
 Develops and maintains effective working relationships with funders, community partners and senior-level officials, and acts as liaison with QF departments, including Finance, Audit, Legal, Human Resources and M&C, and Facilities.
 Develops and manages appropriate and effective financial systems for all special events and
provides direct supervision and training to relevant staff members.
 Performs other duties as assigned by the Executive Director.
 Understands and implements QF health, safety, and environment policies and procedures.
