Job Description

Position Purpose
The Senior Technical Author and Commissioning Interface Engineer is responsible for the following on the project
* Coordinate the authoring of key Commissioning procedures, manuals and programme.
* Interface with major stakeholders (Asset Managers; Operations Support Coordinator; SODA Chief Engineer; M&I Lead, Production Coordinators; Discipline Engineers; Operations Readiness Engineers; Commissioning Engineers; Execution Leads; HSE Advisors; Contracting & Procurement Advisors) in order to ensure that their inputs are captured in all project documents prior to Commissioning of the Project.
* The incumbent in conjunction with the CSU will implement all aspects of the Planning, Pre-commissioning, Commissioning, Performance and Reliability Testing activities of all facilities to ensure conformance to the design parameters and the operations philosophy.


Principal Accountabilities
* Provide pre-commissioning, commissioning engineering and facilities acceptance criteria input into the Front End Engineering Design (FEED) of the Project portfolio in line with Flawless Project Delivery Process.
* Participate in Project activities (HAZOP's, HAZID's, Fat's, Safety Studies and Audits) to ensure smooth takeover of the facilities by Asset Holders.
* Contribute in the detailing of the Offsite Performance Test criteria for the entire major systems/subsystems in the project; ensuring that offsite pre-commissioning activities are maximized to reduce site work and work schedule
* Provide pre-commissioning and commissioning input into the definition of the Performance Test criteria, Reliability Test criteria for all the Project Facilities during the Execution Contracts ITT preparation.
* Identify and manage in conjunction with the CSU team all risks associated with the pre-commissioning and commissioning activities.
* Provide technical authoring support to the project for all Commissioning procedures, Inspection and Test Plans, Operating manuals, Vendor Manuals, spare parts review, Operator Training. Monitor Vendor deliverables etc.
* Dealing with a broad spectrum of technical and operational issues and uncertainties, which must be engineered and managed to enable quality decisions to be made? These would include managing the sensitivities of defining the limits of commissioning, operations and maintenance responsibilities and obtaining agreements amongst the key players.


Job Requirements

Experience and Qualifications required
* Should have a minimum of B.Sc/HND in Engineering.
* A minimum of 10 years experience in E&P (Operations & Maintenance).
* Working experience in E&P commissioning planning and execution. Good background knowledge of oil and gas processing, EP Operations, process management.
* Demonstrable hands-on experience of operating successfully in a complex Gas Compression/Processing Plants.
* Good communication, inter-personal and leadership skills. Familiarity with project safety systems and design studies, e.g. HAZOP, HAZID, SAFOP, FIREPRAN, etc.
* Experience in the preparation and implementation of HSE Management Systems and HSE cases.
* Good analytical skills and a sense of reality.
* A strong team player.
* Capable of managing the link between Contractors and the equipment Vendors /Manufacturer to ensure that the facilities are built in compliance with Client Group standards and Client HSSE policies.
